
Presiding Judge Carla J. Baldwin
Bio
Carla J. Baldwin is a lifelong resident of the Mahoning Valley. She presently serves as the Administrative and Presiding Judge of Youngstown Municipal Court where she presides over misdemeanor criminal cases and traffic cases. She also is proud to serve those who have served by presiding over the Veterans Treatment Court, which is a specialized docket certified by the Supreme Court of Ohio. Judge Baldwin also presides over the Drug Court, which is also a specialized docket.
The Judge received her Bachelor of Arts degree in Political Science from Capital University (Columbus, OH). She obtained her Juris Doctorate degree from Western Michigan University Thomas M. Cooley Law School (Lansing, MI) with a concentration in Litigation. She has been a member of the Ohio Bar since 2008.
She most recently worked as a full-time Magistrate in Mahoning County Juvenile Court. Prior to this appointment she worked for the Mahoning County Prosecutor’s Office for eight years serving as an Assistant County Prosecutor in both the Criminal and Juvenile Divisions. She presently serves as an Adjunct Instructor at Eastern Gateway Community College. She has served as an Adjunct Instructor in the Criminal Justice and Forensic Sciences Department at Youngstown State University.
Judge Baldwin presently serves on the boards of Inspiring Minds, Basement Ministries, Raymond John Wean Foundation, Opera Western Reserve and The Butler Institute of American Art. She is a member of the Mahoning County Corrections Planning Board, Youngstown Warren Black Caucus, Delta Sigma Theta Sorority, Inc., Mahoning County Bar Association, Ohio State Bar Association and the Greater Youngstown League of Women Voters. She is a past member of the Mahoning County Young Democrats, Sojourner House Advisory Board, Junior League of Youngstown, Junior Civic League, Mahoning County CASA , YWCA of Youngstown, Nathaniel R. Jones Inn of Court and Youngstown Chapter of The Links, Incorporated. She has also served as Parliamentarian for the Ohio Young Democrats.

Law community mourns death of retired Mahoning County judge
YOUNGSTOWN, Ohio (WKBN) – The law community, friends and family are mourning the death of a retired Mahoning County Common Pleas judge.
Charles Bannon died Tuesday.
When Bannon retired in 1998, he was replaced by Judge Evans. He then went on to serve as a visiting judge for a short time.
A portrait to honor Bannon was hung in the courthouse in 2009.
Current Judge John Durkin calls Bannon a mentor, saying he frequently talked with him about different cases and issues.
“I’ll never forget the advice that he gave me early on. He said, ‘Jackie, never forget that everyone who appears in front of you is a human being and you start from there,'” Judge Durkin said.
We are still waiting to hear about funeral arrangements.

Selection method

The 391 judges of the Ohio Courts of Common Pleas are all selected in an identical manner. Qualified individuals wishing to join the bench must participate in partisan primary elections followed by nonpartisan general elections.[5]
The chief judges of the Ohio Courts of Common Pleas are chosen by peer vote and serve for one year.[5]
Qualifications
To serve on an appellate or general jurisdiction court, a judge must be:[5]
- a district or county resident (for court of appeals and common pleas judges);
- at least six years practiced in law; and
- under the age of 70.
Under the Ohio Constitution, a judge who reaches 70 years of age may be assigned by the chief justice to active duty, receiving payment on a per-day basis in addition to whatever retirement benefits he or she is entitled to.
