About Section 8
Created by the Housing and Community Development Act of , the Housing Choice Voucher program, also known as Section 8, provides assistance to eligible low- and moderate-income families to rent housing in the private market. Eligibility for this program is based on a family's gross annual income and family size.
The program works as a rental subsidy that allows families to pay a reasonable amount of their income toward their rent. Eligible families will receive a voucher to begin searching for housing. Generally, families will pay no more than 40 percent of their adjusted monthly income toward their rent share. NYCHA pays the remaining amount to the owner on the family's behalf. This payment to the owner is known as the Housing Assistance Payment.
Section 8 participants must comply with all program requirements, including completing their annual certification, accommodating Housing Quality Standards inspections, allowing property owners to make any needed repairs, and adhering to the terms of their lease.
NYCHA administers the largest Section 8 program in the country. Approximately 85, Section 8 vouchers and over 25, owners currently participate in the program.

County Executive Ed Day and Commissioner of Social Services Joan Silvestri announce that the Rockland County Department of Social Services (RCDSS) will be having an on-line Housing Choice Voucher Program lottery for two specialized programs. The lottery will take place from AM, July 19, , through PM, July 30,
Mainstream Wait List: ( randomly chosen applications will form a Wait List from the Lottery)

- under 62 years of age
- disabled, and
- homeless, at risk of homelessness or transitioning out of segregated care

This lottery is for the above two programs only. These are two separate lotteries which will be conducted simultaneously and will result in two separate lists. Applications will NOT be provided or accepted at any RCDSS office.

Individuals with hearing or speech disabilities using TDD or TTY technology may call New York Relay Services by dialing for assistance.
"We are encouraging anyone who believes they are eligible to apply to this program," said County Executive Ed Day. "Remember that there is no cost to apply, and no one will ask an applicant for any payment. We also ask that applicants please keep in mind that there are a limited number of vouchers available."

No application can be accessed prior to July 19, at AM. There is no need to be the first to apply as this is a random lottery. No paper applications are available and applications cannot be processed at the Section 8 office.

Section 8: How do I apply? What does the application process entail?
The Section 8 Program at the Rockland County Housing Choice Voucher Program is a lottery-based process. The dates of the lottery are announced in public notices, affordable housing websites, the DSS website and social media posts. The last lottery was held in November

An applicant is chosen by lottery and each applicant will be advised of their number by mail. Each year you will receive correspondence to confirm your continued interest in staying on the list. Any changes you have, must be reported at that time. Once a voucher is available and your number is reached, you will be contacted by mail and introduced to the application process. Your meeting will be either in person or virtually with a staff Community Builder. At this meeting, an eligibility determination will be made regarding your eligibility in this program. If you are determined eligible, a voucher will be issued to you. This voucher is used for affordable housing that you have located.

The program is geared to increase affordable housing choices for families with income below 50% of the area median income. Families with a tenant-based voucher are responsible for choosing safe, decent, and affordable privately-owned rental housing that meets HUDS's Housing Quality Standards (HQS) and has a reasonable rent as compared to other units in the area.
The Housing Assistance Payments Contract will give Landlords a brief overview of the responsibilities of the Tenant, Landlord and the Rockland Housing Choice Voucher Program. Please note, we only start contracts on the 1st and 15th of the month. This program does not pay security deposits. RHCVP will pay a portion of a Tenant's rent, approximately 30% of their gross income towards rent. The Tenant is responsible for the balance. All payments will be sent directly to the Landlord on the 1st of each month. We strongly suggest you sign up for direct deposit, otherwise your payment will be mailed.
Once you have decided to rent your Unit to one of our tenants, you must complete and return the Request for Tenancy packet to our office with all the requested documentation. The packet will be reviewed and when deemed complete, an inspection will be scheduled. All units must meet HUD's Housing Quality Standards (HQS) prior to occupancy. You will be notified annually of your position number on the list. Family Self Sufficiency Program:
The Statewide Housing Choice Voucher Program administers the Family Self-Sufficiency Program (FSS) which helps Housing Choice Voucher recipients achieve economic independence.
The primary objective of the FSS Program, administered under the supervision of the US Department of Housing and Urban development (HUD), is to provide opportunities to low-income Section 8 families for education, job training, counseling and other forms of social service assistance, so they may obtain the education, employment and business and social skills necessary to achieve self-sufficiency.
The New York State Housing and Community Renewal (HCR) FSS Program began as a demonstration program in with approximately participant families in six counties. It is now a successful statewide program administered via HCR's Local Administration (LA Network in over thirty counties, with a current enrollment of more than 1, families. To date, more than 2, families have successfully completed and graduated from HCR's Statewide FSS Program.
How Family Self Sufficiency (FSS) works:
Each FSS Program combines stable, affordable housing, usually with case management services provided by the local FSS Coordinator to support participants in accessing the services needed to achieve self-sufficiency. Participation is voluntary and available to families who currently receive assistance from HCR's Section 9 Housing Choice Voucher Program.
The FSS Programs objectives include:
- Providing FSS resources to all Section 8 families that desire to become economically independent.
- Establishing working partnerships with public and private agencies to gain access to activities and supportive services needed by program participants to successfully complete contracted goals.
- Addressing service issues that are identified as barriers to FSS families becoming economically self-sufficient.
- Providing FSS families with a service plan based on their strengths and needs with realistic outcomes.
- Implementing a case management system with the FSS Coordinator's support that will encourage and support FSS families to become self- sufficient.
- Providing ongoing evaluation to address program effectiveness. Goal achievement and asset building are important elements of successful program completion. Once enrolled, FSS participant families are required to develop a 5-year individual training and service plan that charts steps needed to achieve mutually identified goals. Goals may include, for example, obtaining a GED or college degree, gaining employment, or finding a new job with higher earnings, starting a business, or buying a home via participation in the HCR Section 8 Homeownership Program. The family successfully completes the FSS Program when all obligations under the FSS Contract of Participation are fulfilled on or before the expiration of the contract term.

Participants in the Housing Choice Voucher (Section 8) Program can convert their tenant-based voucher, if eligible, to the Homeownership Voucher Program. The basic premise of the Housing Choice Voucher Homeownership Program is that instead of using voucher subsidy to help a family pay rent, the voucher subsidy is provided to help a first-time homeowner meet monthly homeownership expenses.
Families must meet HCVP requirements:
- First time homeowner or cooperative member.
- Minimum income requirement.
- Employment requirement.
- Homeownership counseling.
- Down payment requirement.
- In good standing with the Section 8 tenant-based program for at least one year.
- Family Self Sufficiency participant (Optional).
The prospective home must pass an initial Housing Quality Standard inspection conducted by the housing agency and an independent home inspection before the Housing Agency may approve the purchase by the family. The voucher will be good for a maximum period of 15 years if the initial mortgage incurred to finance purchase of the home has a term that is 20 years or longer. In all other cases, the maximum term of the homeownership assistance is 10 years. Elderly and disabled families are exempt from a time limit for homeownership assistance. If your Section 8 subsidy is terminated for any reason (including if the family earns too much money for continued assistance), the family is responsible for the entire mortgage payment.
